(Express Photo/Amit Mehra/File) Related News Recently the conversation around the Gujarat election campaign has centred around janeus (“are you a Hindu”) and issues that are distant both physically and temporally — “Kashmir and Rohingyas” the Somnath temple and Nehru’s role Despite a lot of noise the one thing that suddenly went missing from the campaign was the “Gujarat Model” For an idea that powered a full general election campaign and gave India its first majority government in 30 years its going AWOL is a serious concern So after India has been won ostensibly via Gujarat’s famed policies set to be replicated as “achhe din” for the country why are the incumbents not selling the same dream in the state Why has the narrative become more about “Gorakhpur governance” with Adityanath the chief minister of UP making trips even in areas seen as a cakewalk for the BJP Could it be because as Christophe Jaffrelot points out the number of educated-unemployed — 612 lakh in 2016 — has increased and the farmers argue that their daily income — Rs 264 in 2016 — is Rs 77 less than the national average Or perhaps it is because the Gujarat Model meant to promote SEZs make land acquisitions easier and labour laws “stricter” went kaput for a variety of factors BJP leaders in their speeches now invoke an “evil” Congress past — of not allowing things to be done This despite the fact that for 22 years the argument was the exact opposite The narrative was that much has gone right for Gujarat making it India’s premium state But as Achyut Yagnik and Suchitra Sheth alert us in The Shaping of Modern Gujarat: Plurality Hindutva and Beyond “Gujarat was the first region in the Indian Subcontinent to encounter the English East India Company” when the flagship Hector dropped anchor at Surat in 1608 That in some ways underscored what the Gujarat Model symbolised and what has always been understood as a significant characteristic of the state — its enterprise an effervescence that marks its entrepreneurial spirit Statistics over hundreds of years bear testimony to the growth of mercantilism capitalism and newer forms of business that the Gujarati proudly embodied not just in India but beyond This image of Gujarat is intertwined with a long history of political organisation Some of India’s tallest political leaders — Gandhi Patel — are from here As are some of its most divisive leaders so far for example Mohammed Ali Jinnah PM Narendra Modi still exercises sway here However no leader had sold Gujarat to the world as a “model” quite in the way that the BJP led by Modi as chief minister since 2002 did in 2014 The massive communication drive via speeches cherry-picked statistics and holograms brought a sense of Gujarati tinsel to faraway lands There were scores of interpretations of what the Gujarat Model actually meant or stood for Was it the sharp line of communal conflict Or a devotion to infrastructure roads etc that drew Indians to seek employment in the state that defined the Gujarat Model Or was the Gujarat Model simply the Nano plant moving from Singur in West Bengal to Sanand Gujarat with its “ease of doing business” and “single window clearance” There were a variety of things that the ‘Gujarat’ template meant especially in the run-up to the 2014 general election campaign — a land of opportunities and a state that worked well Faultlines of course are a part of politics Like the BJP arguing that the Congress is invoking caste identities as in the KHAM era of the 1980s which is alleged to be synonymous with lawlessness There is another argument that in the post-Hindutva state with Gujarat having more or less achieved “peace” post-2002 and with the Congress having played along there is not much of a case to be made about slaying the enemy within So young people born in 1995 now 22 years old are engaged in questions more basic and far tougher to handle It is a fact that the past two-and-a-half years have witnessed economic slowdowns and unrest on the streets Economic agitation has often intersected with social divides and erupted in protests now common for example with Dalits at Una and the Patidars in Becharji These have altered what would have likely been a smooth run to the finishing-line envisaged by the BJP a few months ago The results of the elections will unfold on December 18 But the campaign is important as it has outlined the mood of what may follow in the months ahead as we head towards 2019 The absence of the “Gujarat Model” does not bode well Especially because of what might replace it once even the promise of “acche din” is pushed off the plank [email protected] For all the latest Opinion News download Indian Express App More Related NewsBy: Express Web Desk | The Madras High Court on Wednesday ruled that a certificate issued by the chief kazi on talaq is only an opinion and has no legal validity The bench comprising Chief Justice S K Kaul and Justice M M Sundresh gave the ruling while passing interim orders on a PIL by lawyer and former MLA Bader Syed Syed in his petition assailed the declarations issued by kazis certifying a talaq and sought restraining them from giving certificates and other documents certifying or approving it The bench which referred to Section 4 of The Kazis Act 1880 held that the office of the kazi does not confer on the person any judicial or administrative power The All India Muslim Personal Law Board and Shariath Defence Forum submitted that the nature of certificates issued by the chief kazi was only an opinion having expertise of Shariath law To support this they referred to Section 2 of the Muslim Personal Law (Shariath) Application Act 1937 Watch What Else is Making News Syed and others supporting him including Women Lawyers Association submitted that the certificates issued by kazis were causing immense confusion in matrimonial proceedings and also in the understanding by both spouses of what was the effect of such a certificate being issued In this regard they produced some certificates issued from 1997 to 2015 which just stated that on a representation of the spouse of a particular date the talaq pronounced in respect of the wife was valid as per Islamic Shariath The bench pointed out that neither had the facts which prompted the kazi to opine so been set out nor had it been clarified that was only in the nature of an opinion The Board said it was willing to examine the format in which a certificate may be issued purely as an opinion of the chief kazi having expertise on shariat law so as to ensure no ambiguity before any legal forum or otherwise The bench granted time to the Board to formulate the format and place a draft before it so that inputs from other stakeholders are made available It held that no certificate in respect of talaq would be issued as an opinion by the chief kazi It clarified that the certificate issued by the chief kazi is only an opinion and has no legal sanctity more specifically in view of Section 4 of The Kazis Act It said this order must be circulated by the registrar to judicial forums for clarity and it was open to the petitioners concerned to give adequate publicity to it The bench then posted the matter to February 21 For all the latest India News download Indian Express App More Top NewsWritten by Somya Kapoor | Mayank Agarwal’s willow and he had all the reasons for doing so Agarwal had found the gap through the covers off Vinit Dhulap to bring up fourth ton in the Ranji Trophy 2017-18 season The right-hander smashed 173 runs before getting out at the end of day’s play The track at Delhi’s Karnail Singh stadium had helped Railways’ bowlers earlier in the innings but Agarwal along with in-form Manish Pandey showed resistance and executed the repair job for their side with perfection Karnataka after opting to bat first fumbled and were reduced to 3/19 in the morning session Losing early wickets on a winter morning the formidable visiting unit was pushed on the back-foot Pandey and Agarwal resisted well and remained unbeaten in first session to take Karnataka to 154/3 at Lunch Agarwal while interacting with the reporters talked about his knock the nature of wicket and the 229-run stand between him and Pandey “I think it was hard because the ball was doing enough for the seamers and they (Railway bowlers) bowled in god areas” said Agarwal Agarwal has been in sublime form in this edition of Ranji Trophy scoring four hundreds on the trot including a triple-hundred Talking about his pre-season the Karnataka batsman revealed “I have been working hard and had been doing skill-based training in pre-season I have put myself in tough conditions and practicing those over and over again Let’s say first 20 overs on a green top assimilating that and putting it match situation and working it out in my way” “It didn’t start off that well but I’m grateful to god and to the captain and team management for backing me up despite having a couple of bad games” he added Speaking about the alterations that he has made to his batting technique Agarwal admitted that he did get some starts earlier but failed to make them big He further added that he is now keen on facing more number of deliveries and staying at the crease “Once you understand your game better you understand what you do There were times where I got starts and got out but I have worked hard on that as well Counting number of singles and facing more number of balls has become more important” Agarwal’s 229-run stand with Pandey saw plenty of that – facing more deliveries rotating the strike and putting the bad balls away The duo showed the class of this Karnataka batting line-up as they first bailed the side out of trouble and put them in a commanding position before the day’s play ended “We initially focused on keeping wickets intact and get a partnership as they (Railways) were bowling in good areas We tried to play close to the body and put away anything that we felt was lose We needed to have a positive intent because the opponents were on top After getting that start we focused on getting runs and build a partnership We both are attacking batsmen and if things go are way we can turn things around in our way” Talking about the Karnail Singh stadium track Agarwal suggested “The wicket has played a little up and down and it’s not easy to play strokes as the wicket is slow and it’s not easy to score runs” The Karnataka opener was the last batsman to be dismissed on Day 1 and his dismissal was a disappointing one too Agarwal tried to play a delivery towards the leg-side but wicketkeeper Mahesh Rawat took a brilliant catch behind the stumps off Vinit Dhulap “I was surely disappointed but getting out down the leg-side is something which is something you can’t control as a batsman I just want to look at my score as a contribution to the team” he said after getting dismissed for 173 A naturally attacking batsman Agarwal didn’t resist himself from putting away the bad deliveries away to the fence When asked about his batting style the 26-year-old insisted that it’s all about the “mind set” as to how a batsman tackles a given situation “I believe more about confidence because when you have scores behind the back I think it’s just a mind-set” For all the
